When we create a new user for our store they should not automatically be set up to receive all notifications.

We don't need inventory managers getting our monthly billing statements or getting emails for order email.

Instead of the notification toggles being switched to ON for every user when we sign them up on our dashboard we should be able to select (if any) what notifications they are getting & where
